Welcome to the website of Centre for Independent Living - Belfast

Centre for Independent Living - Belfast, which was set up in 2001, is an organisation run by disabled people for disabled people. We work to promote the principles of independent living and in particular to provide a range of services for people using or considering using Direct Payments.

We hope you find the information on these pages useful. We have included a series of information sheets on the important aspects of using Direct Payments. We will include regular updates to keep you informed about forthcoming events, policy, legislation, consultations etc.

We are very keen to know your views on the services that we provide and our website. If you have any comments or suggestions about either, please contact us.

Minimum Wage Increased from
1 October 2007

The National Minimum Wage was raised on 1 October 2007.

Workers who are aged 22 or older are now entitled to £5.52 per hour.

If you have employees who are aged 18 to 20, you must offer a rate at least £4.60. You should pay the same rate to staff aged 22 years and above, who are just starting work for you and doing accredited training.

The minimum rate payable to 16 and 17 year olds who are above the compulsory school leaving age is now £3.40 per hour.

CIL Payroll Service

Would you like to use Direct Payments or Independent Living Fund but are daunted by the prospect of dealing with the paperwork? If so, don't worry, help is at hand....!

CIL offers a payroll service. All you have to do is register with us and we will calculate the wages and taxes for your staff and prepare records for the Inland Revenue. The cost of the payroll service can be included in your Direct Payments or ILF award.

The Department of Health and Social Services and Public Safety has produced Guidance to help people considering Direct Payments.

Centre for Independent Living - Belfast is a membership organisation, run by and for disabled people. CIL - Belfast is very keen to encourage disabled people to join us as members. As a member, you will be able to contribute to the work of CIL and have a say in its future direction.

Membership will allow you to share your own experience of independence. Non-disabled people who support the concept of Independent Living are welcome to join as associate members. You can start by downloading our application form.
